Due to the pandemic, Express Entry draws have become unpredictable. The usual patterns have changed, and Immigration, Refugees and Citizenship Canada (IRCC) no longer follow a set schedule for draws.
No draws have occurred since October 26th, and IRCC hasn’t provided reasons for the pause. Regardless, there are compelling reasons to consider entering the Express Entry pool.
EXPRESS ENTRY & PROVINCIAL NOMINEE PROGRAM.
Entering the Express Entry pool boosts your chances of immigrating to Canada. Provinces may invite you for a nomination, earning you an extra 600 CRS points. A higher CRS score increases your ITA likelihood. Provinces align with Express Entry, like Ontario’s recent 1,052 invitations for the Human Capital Priorities Stream on November 30th, targeting healthcare occupations with CRS scores of 404-430.
In 2023, Ontario’s Human Capital Priorities stream sent over 15,000 invitations, up from 4,000 in 2022. Most went to health and tech candidates. Despite Express Entry draws pausing, being in the pool means you can still get a provincial nomination, making you one of the first invited to apply for permanent residence when draws resume.
INVITATIONS TO APPLY FOR CANDIDATES WITH A LOWER CRS SCORE.
Express Entry draws can happen anytime with varying CRS score cut-offs. About half of the candidates who received ITAs from January to September 2023 scored between 451-500. Recently, draws with scores in the 300s occurred, mainly for category-based selection draws introduced this year. These draws target candidates with strong French language proficiency or relevant work experience for permanent residence.

Category-based selection draws cater to diverse candidates, making CRS scores lower compared to program-specific and general Express Entry draws.
Canada’s immigration levels are rising. In 2022, a record 437,000 immigrants were admitted, and the 2023 target is 465,000. The plan for 2024-2026 aims to welcome 500,000 immigrants annually in 2025 and 2026. With this increase, candidates with lower CRS scores have more chances to get invitations for permanent residency.
