On 27th October the Minister of IRCC announced steps to strengthen the International Student Program of Canada and to save students from fraud.
Commencing on December 1st, 2023, designated learning institutions (DLI) at postsecondary level will have to verify the acceptance letters of each applicant through the IRCC.
The goal is to protect potential students from Letter Of Acceptance fraud and to help them with similar problems that some had faced when asked earlier this year.
Additionally, it will guarantee that the issuance of study permit is restricted to authentic letters of acceptance.
IRCC will set up a “recognized institution” framework for the fall 2024 school year. This would help postsecondary DLI’s in creating a standard for services, support and outcomes for international students.
For instance, the priority processing of study permits for applicants who plan on attending their institutions will have an advantage of those DLI’s.
In the upcoming months, following the evaluation of the program’s criteria, IRCC will initiate the process of reforming the Post-Graduation Work Permit Program to more closely align with the immigration goals of regional and Francophone communities, as well as the workforce needs of the Canadian labor market.
Initially, IRCC and CBSA identified 1,550 study permit applications associated with fraudulent letters, leading to the refusal of most of these cases. However, out of these applications, 450 were not flagged for fraud, and study permits were granted.
The Immigration and Refugee Board has concluded proceedings in
approximately 450 cases. Among these, 285 students drew the IRCC task force’s
attention. As of mid-October, the task force reviewed these cases and confirmed
63 as legitimate students, while in 40 cases, individuals were found not to be genuine students. For those determined to be genuine students, 30 received temporary resident visas.
The majority of the remaining cases are currently under review by the IRB, and the task force will step in as needed.
